Top Gun has about that many buttons. Just ignor about 70% of those. You only need to worry about the ones in the green area.

In this picture what does the orange button that says "Restriants are in the Minimum Position for Largest Guest" Do? Is it a warning or does it actually do something?

It's for the ride ops to verify that they have properly checked each restraint, each ride op that checks the train has to press that button before the trains can be dispatched.
I have plenty of photos and diagrams from my park - but - LOL @ the fanboys that think they'll ever see them!
Yeah guests aren't allowed to see that kind of stuff - except rides like Scrambler where its out in the open. Its a need to know thing - and they don't need to know.
