A good topic to do it on would be the threat of other terrorist attacks, such as nuclear, biological, and chemical weapons. I have drawn topics like this in speech/debate competitions.

I'd go with a topic about peoples reactions about the attacks. Like I'd try to interview a muslum at school and see if they were treated differently and how they thought about the attacks, and then maybe a senior citizen and see how they thought...(I'd ask them to draw paraells to Pearl Harbor Attack), and then maybe just a college kid. Just an idea. Take it for what it is. PS...I think this should be in the "Attack on America" area.

I say that doing it on whether or not the towers should be rebuilt is an excellent idea (I think they should be rebuilt, but on a different location). However, I must say the other suggestions I've seen are pretty good too. I have a ton of info from where I debated this year on Weapons of Mass Destruction, if you decide to do that.

I think it would be more interesting to look at the groundswell of support (currently about 58% of public opinion) for a new WTC or another tall building complex at the site in light of the initial opposition to the building of the World Trade Center in the first place. People hated those buildings and a whole vibrant neighborhood (formerly known as the Lower West Side) was completely wiped out. It takes some research, but the info is out there. There are also some good websites that address the prospects of rebuilding and offer some potential designs:

BuildaNewWTC.org
BuildTheTowers.org
NYNV.aiga.org

To name a few . . .
