Expect Titan's lines to be longest in the morning, and semi-long in the afternoon. Those waits will be 50-70 minutes long. My advice is to ride in the evening. Normally they will run 3 trains and the lines are normally only 30 minutes at the very most.
Best time to get tickets? Early. If you live in the area, you can go ahead and buy them early when they open and go back to the park when it opens. My advice, however, is to get a season pass, where you get unlimited visits to all SF parks. I got a great bargain on mine; only $2 more than the original ticket!!!!
Lines for Batman and Mr.Freeeze in the morning: VERY short. Most folks head toward Titan anyways, so you can get 4-5 rides each before lines get noticeable, but since you're going on a mid-weekday, you can probably get more.
I think you picked a good plan for the park. Start at Gotham City/Goodtimes Square and work your way around to Texas and Mexico.
