Most likely, it is because you have a firewall installed that is improperly configured to allow such file uploads. We suggest you find the best configuration while maintaining security at the maximum. You should not have to open any incoming ports (other than port 80, 443, 8000, or 8080, however, which are all common http and https protocol ports).
