Officials were told that the boy tried to climb out of his seat.  It was not clear if the boy was secured in the seat properly or not.

The fair does not have age restrictions only height restrictions which the child met.

"We are extremely sorry this tragic accident occurred," said Butler Amusements spokeswoman Mary Castel. The Ferris wheel will remain closed until the investigation is complete.
