County officials say that a permit is needed for the 44-foot-tall coaster, something Mr. Stottlemyer says he was told he didn't need because Wildcat is not being built as a permanent structure. The coaster has no footings or foundations and is powered by a removable plug. County officials also say that the coaster was not included in a plan approved three years ago.

In response, Mr. Stottlemyer says that Wildcat is being built in an area that was approved for amusement rides, including roller coasters.
