News: Man charged in Carowinds exposure case

Jul. 25th, 2008 -- In an update to a previous ThrillNetwork story, a Rock Hill, SC man who witnesses say was touching his private parts while located near one of the wave pools at Carowinds has been arrested and charged with indecent exposure and public masturbation.  

Dennis Allen Dart was arrested around 11 p.m. Wednesday, then released on $1,000 bond.  His arrest follows an investigation that lasted more than a week.

Todd Rikard was at the water park with his fiancée, their children, and other family members when their children came over and said a man was touching himself. The family members -- six in all -- said they saw the man exposed and didn't like the way he was looking at other children.

Rikard went to get security, but said they didn't act fast enough or even question Dart about the incident. Rikard confronted Dart near the entrance. He was detained briefly but not charged in the incident.

A Charlotte-Mecklenburg police spokesman said authorities at the park should have called them sooner.

The park straddles the line between North and South Carolina, so there were originally some questions about jurisdiction, a Carowinds spokesman said.

Dart has a lengthy criminal history, including several convictions for impaired driving in both Carolinas.

Shouldn't the park and local police departments (jurisdiction) already know who gets called for problems?!!! Living on a county line, I already know how this can be a problem, but the procedure should be in place for a major park like this, and it shouldn't be so complicated that someone different gets called for different areas of the park.

"we don't know jurisdiction"- LAME, LAME excuse.

I guess we're lucky it wasn't an injury- "Well, we didn't know which EMS to call, and by the time we did, he bled out"

They knew who to call, this is just their attempt to take the heat off for their inactivity.

I would still like to hear Dart's side of the story. Did he confess to touching himself or is he saying he was doing no such thing?

A backgroing od DUI proves nothing. Heck my brother has a few of those himself.

I still think the guy should sue Rikard for hitting him even if he was doing such a disgusting thing around children i'd still sue.

I like how they bring up the DUIs which is totally irrelevant in this case. If you're going to report his criminal history then report relevant items or just leave it out. That long history could be a bunch of things like DUIs, shoplifting, trespassing and things that have no relevance. The stupid papers today don't give anyone a chance. Your guilty the minute someone accuses you of something. The whole theory of you're not guilty until proven so in a court of law has gone out the door.

I suspect this is going to be a very weak case of hearsay.

I completely agree 100% and let's just say he didn't do it. Then i would sue the Police for wrongfull arrest & the guy who hit him for assult.

Yeah, I think the police are doing this just to cover their butts. It'll probably end in a mistrial or not guilty. It's sad that if you get in trouble with the law, however minor in your life, if you get in trouble for something else, even if not convicted, it will be used against you.
